IT WAS last March that the work to improve the Victoria Road/ Dinas Road/Lavernock Road junctions was started, to prepare for the housing development that is to take place at the other end of Dinas Road.
The residents of that road have had to endure much inconvenience during the ensuing spring and summer with the site vehicles and roadworks, while the planners of the main junction have had a whale of a time.
The pathetic attempt to paint white lines seemed to indicate, a few weeks ago, that the work was eventually completed after approximately six months. But the slow progress and inefficiency that has been the norm throughout, should have made us realise that it wouldn't be.
The traffic hazards for vehicular and pedestrian users had been there for months so, when the dropped pavements, using paving bricks and slabs, were laid, hopes were raised that the end was in sight. Within three weeks the JCBs and drills were back - digging the paved areas in order to lay some services which should have been done earlier.
The asphalt was finally put down, but some time elapsed before the pavers were relaid. At last the junction was ready for proper line markings.
On Tuesday, September 24, they were back again, digging holes in the asphalt to erect give way signs and to put up barriers on the pavement.
Will it ever end? Would any of our councillors please investigate with the Vale's Highways and Planning departments, how such a waste of our money can be explained, and do some kicking of bottoms, to ensure that it doesn't happen again?
Maybe some of the money that was squandered could have been used - albeit by a different department - to maintain the once lovely Italian Gardens on the esplanade, by cutting back the ivy that has overgrown and hidden some historical features that made the rear wall interesting.
Come on councillors, there are plenty of photo opportunities for Penarth members, not only the Sully representative.
