GLEBE Street could be completely pedestrianised if controversial plans go ahead.
The Vale of Glamorgan Council is carrying out an experiment to look at the possibility of changing traffic at one of the town's busiest streets.
This could cover the length of the highway from Windsor Road with Ludlow Street being changed to one-way only.
But the plans have caused uproar amongst the town's traders.
David Lush, chairman of the Glebe Street traders and owner of the butcher's shop said: "I am against the idea because of the disruption to the street."
His concerns were echoed by Penarth councillor Maureen Kelly Owen.
She said: "We need to consider this scheme properly before it is put in to practice."
She added: "I propose parking spaces are put in the middle of Plassey Street as it is such a wide road."
Not everyone is against the idea.
Head of Penarth Chamber of Trade, Anthony Jones of ACJ Estate Agents said: "This proposal will help traffic flow in Penarth.
"Parking has always been a problem here."
A leading member of the Penarth Society Graham Robertson said: "We as a society have been pushing for this plan for years. We think it will benefit the town overall."
A Vale of Council spokesman said: "A traffic management report is to be carried out and other bodies will be consulted on the pedestrianisation."
