Billybanks' residents are furious at the lack of information about the cost of their enforced moves.
The Harbour View site is set for demolition within a year and the locals left living in the 30 properties need to leave - but at what price?
Sixty-eight year old Cathleen Price of Prince Charles Court is worried about the cost of leaving her home.
She said: "I am a pensioner and want to know if we will receive enough money for the move.
" I understand that we will offered £1,000 to £1,500 for our moving costs and fixtures and fittings, which I don't think is enough.
"I have been on the waiting list for a flat for seven years and can not turn the new home down now because I know I will not get another council house in the area I want to live."
Plaid Cymru Penarth spokesman Alwyn Evans said: "Plaid Cymru were horrified to discover that if any resident takes up an offer to move, they have to pay all costs involved, such as redecoration of the new housing, carpeting, curtains and removals."
Another Billybanks resident, Linzi Todd, mum of Tesha, one, and Dominic, six, will also have to move out of her home.
She said: "I want to know if we are entitled or not to money for the move, but we have had no letter to inform us.
I am moving soon and want to know.
I enjoyed living here when there were more people in the flats, but today it is like a ghost town ."
Plaid Cymru Branch secretary Gareth ap Sion said: "It seems completely wrong that these residents, some of whom have lived there for over 30 years, receive no compensation."
Prince Edward Court resident Janet Eley said: "We want to know what we are entitled to, which is not much to ask.
"A letter from the Vale of Glamorgan Council would clear up the argument. It's terrible we are not told about our entitlement."
A spokesman for the Vale of Glamorgan Council said: "Any tenants of the Harbour View/ Royal Close estate who are currently moving out are doing so by consent into alternative properties which they have indicated they are happy to accept."
