THE PEDESTRIANISATION of the lower section of Glebe Street and the new one-way system may be a good idea in the long term - Penarth has never had a focal point- but last week's Times front page article did raise several questions: Did the local traders in fact have any warning that this was about to be implemented after years of discussion?
Have the full implications of the experimental move been fully thought through?
How do large delivery lorries get around the system?
Wouldn't it have been better if this action had been accompanied by measures to improve parking in the town centre, which has suffered for years from lack of parking space?
(That's why Tesco's does so well).
Was Penarth Town Council in favour of this move?
What studies, if any, are in hand to improve the parking situation in the town to encourage shoppers into the centre?
Parking needs to be close to the centre, otherwise drivers will move elsewhere, so the old idea of a slab over the railway line behind Hickman Road houses would have been a non-starter, even if affordable.
Would a one-way system - up the wide Plassey Street and back down Albert and Windsor Roads - bring less congestion and more safety in the main shopping area and give increased parking 'echelon style' as on the successful Esplanade?
We have to move with the times and be ready to embrace changes.
