IF Brian Stephens stands in Windsor Gardens near to the steps which lead down to the Italian Gardens, he will be able to find that he can look over the rooftops of Beachcliff to the sea with a view of the pier.
This is the view that will be obscured by the tall new building which is proposed.
The existing building, commissioned by the council in 1904, was built to the height of the cliff for this reason.
Also, from the plans, it appears that the gap between Beachcliff and the Italian shelter will be filled by the new building. Is this the case?
Surely in a conservation area the council had the powers to carry out the repairs themselves, before the green netting was put up, and then bill the owners?
Perhaps the council can tell us exactly what a conservation area means.
