A VALE of Glamorgan councillor has called for a proposal to open a new nursing home in Penarth to be rejected.

An application has been made for a change of use to a nursing home, at the Wentworth property on Bradford Place, near to the junction with Clive Crescent.

Cllr Anthony Ernest said: "The application site lies on the T-Junction with Clive Crescent, and this is a busy junction serving as many as 125 dwellings or more, within a distance of 100m.

"Having lived in Penarth in the immediate vicinity of other similar nursing homes, my opinion is that there will be a considerable increase in vehicle movements to and from the site, with a new disturbance of on-street parking immediately outside the proposed development, where none exists at present.

"Experience shows that similar developments in Park Road, Bridgeman Road and Marine Parade have all led to considerable volumes of on-street, rather than off-street parking, with increased disturbance to the reasonable peace and quiet previously enjoyed by residents.

"Examples of this are to be found surrounding the Marie Curie Hospice, and the Nursing Homes in Park Road. Visits will also take place, both day and night, by nursing staff, residents' own visitors, and callers such as doctors, health workers, undertakers, and inspection officials.

"So-called adequate parking inevitably proves to be totally inadequate, once a nursing home commences operations in a residential area, and residents are right to express their deep concern.

"I am of the view that this application should be refused and would ask that the Planning Committee take my views into consideration in determining the application."
