Urban myth

CAN anyone shed any light on the urban myth that surrounds Plassey Square?

Rumour has it the square was given to the people of Penarth by the Marquis of Bute and is public land.

I imagined this meant it was unable to be built on or changed without the agreement of the majority.

After seeing the proposed plans for Plassey Square"s regeneration, I find it unimaginable that the majority would agree to a multi use games area.

When I contacted the Vale of Glamorgan, I was told they owned Plassey Square, but how can this be true?

Can someone end my confusion?
