A £750,000 housing regeneration scheme for one of the main roads into Penarth has been given the go ahead

Part of Windsor Road will now be included in the Vale council's Private Sector Housing Renewal Policy.

Under plans the council will employ contractors and cover the full cost of replacing windows and doors as well as work to clean stone and brickwork, re-render, repoint and repaint house fronts, renew guttering, fascia, soffit and barge boards where needed, and repair boundary walls. 

The street is largely made up of pre 1919 built houses, the outside of which have deteriorated over time as a result of their age and location and the plan is to repair and clean them to improve the appearance of the "Gateway to Penarth."

A report presented to cabinet on Monday (September 18) states that The Regulatory Reform (Housing Assistance) (England and Wales) Order 2002 requires the council to have a Housing Renewal Policy in place in order that it can provide grants and loans to private owners to repair, improve or adapt their property

These grants will be provided to all eligible property owners to assist with the works which will be managed by the Vale council.

The report says the scheme will "contribute to improving housing standards on Windsor Road and improve the gateway to Penarth contributing to improved sense of arrival at one of our key towns."

In 2013 Soltys Brewster Consulting produced a strategy in collaboration with Penarth Tourism and Visitor Association entitled "Gateway to Penarth- Windsor Road."

The lower section of Windsor Road was identified as being the most in need of enhancement to ensure the gateway to Penarth provides "the best possible impression which will contribute towards Penarth in terms of tourism, town centre and business development."

The report also states that it is hoped the scheme concentrated on the lower section of Windsor Road, combined with section 106 projects including improvements to green space and traffic management, will achieve some of the council's wider regeneration objectives.

Cllr Jonathan Bird, cabinet member for regeneration and planning, said: “As well as being a popular residential area, Windsor Road is for many visitors the gateway to Penarth.

"The first phase of this latest renewal scheme has been planned strategically to coincide with improvements to nearby roads, pavements and green spaces.

"Combined with these the housing regeneration scheme will have a dramatic impact not only on those living locally but on the first impression that many visitors have of Penarth.

"We believe this will not only improve life for local residents but also further drive the prosperous Penarth economy."

The scheme will initially cover residential properties 100-160, 164-172, 155 and 157-163 in Windsor Road. As this work progresses other areas will then be considered for similar regeneration work.

Other housing renewal projects have been carried out in Castleland and Main Street in Barry.
