CONFUSED passengers are kicking up a stink over the site of a relocated bus stop - as work on a new one-way system continues to cause traffic chaos in Penarth.

The town’s main bus stop was moved from Windsor Road to outside the public toilets on Albert Road last week, as work continues on the £175,000 traffic management scheme.

The Cardiff Bus stop, which serves the 92, 93 and 94 routes, has since been moved again - leaving passengers confused.

Safety concerns have also been voiced, with traffic congestion leading to buses and cars mounting pavements - and narrowly missing pedestrians - as they struggle to travel through Penarth.

Local resident, David Jones, said: "The one thing you used to be able to say about bus stops is that at least they were stationary!

"Well not any more – not in Penarth at any rate.

"Confused commuters have been searching in vain for bus stops which are there one moment and gone the next.

"Buses are now taking a very circuitous route, coming along Plassey Street, across into Clive Place and then turning right down Church Road and then into Windsor Terrace."

A spokeswoman for Cardiff Bus said: “We would like to apologise for the inconvenience caused by the movement of the bus stop last week," she said. "This was due to a culmination of events which were beyond our control. We are working with other organisations in Penarth to get the service back to normal as soon as possible.”

Construction of the Vale Council traffic management scheme began in January, with Glebe Street converted one-way in a southbound direction from Plassey Street to Windsor Road.

Work to build out pavements is also under way, and Arcot Street has been made one-way in a northbound direction with increased parking.

The project, which is due to finish at the end of June, has been implemented to improve traffic flow and increase parking in the town centre.

But Ben Powell, who works in Windsor Cars on Albert Road, says the roadworks are now putting 'lives at risk'.

“We see buses and cars mount the pavements every day and it leaves pedestrians hardly any room to pass,” he said.

“It’s absolute chaos down here.”

The Vale Council has confirmed that the Windsor Road bus stop has been temporarily relocated to make way for the roadworks - but confirmed it could be moved back to its original location by next week.

Paul Gay, operational manager for engineering design and procurement, said: “The existing bus stop on Windsor Road has been temporarily relocated to facilitate footway build-out works between Glebe Street and the Windsor Road roundabout.

“A temporary stop was initially provided outside the public toilets on Albert Road – however this has now been relocated to avoid any unnecessary traffic congestion or pedestrian safety issues that may have been caused.

“The footway build-out works are set to be completed by the end of next week subject to any unforeseen circumstances.

"This will enable bus services to return to the original stop on Windsor Road on or before Monday (June 21), subject to operational requirements of the individual bus operators.

“With regard to the work on Albert Road, unfortunately there was a collapsed sewer which was nothing to do with the current scheme," he added.

"This had to be attended to as an emergency by Welsh Water as it was posing problems for the shop that was connected to the sewer line. It is anticipated the sewer repair will be completed in the next few days and this will ease the situation.”
