Litter/dog fouling patrols: 53 fines issued in first week of Vale pilot scheme

PRIVATE local authority support company XFOR started its one-year trial in the Vale on July 30, taking a zero tolerance approach to environmental crimes such as dog fouling and littering - and at the end of the first week, 53 Fixed Penalty Notices (£75) were issued.

Officers patrolled areas including Penarth town centre, Barry Island, Llantwit Major, Cosmeston Lakes, and several Vale parks. XFOR officers wear CCTV cameras to capture pictures and audio and during the first week, XFOR have allowed the public to have their CCTV footage reviewed by the service manager.

Team leader John Llewellyn-Jones said: “Should the public have any doubt about the quality of the evidence captured, or how they have been spoken to by our uniformed officers, it can be addressed at an early stage."

Fixed Penalty Notice offences (issued without warning) specifically relate to the Environmental Protection Act (1990), Fouling of Land Act (1996) and Clean Neighbourhoods and Environment Act (2005).

i got a fine the other day for a fag butt, even though 3 minutes before that i litter'ed with my fag box wrapper, so they had to of been blind not to see that which was 5 meters in front and full view of where they were parked which meant they where not parked up in the first place and were driving around, seen me smoking and they pounced on me. Also just to point out that i was in a car park with litter around it and on private land. So basically if you smoke look behind you wherever you are cos there might be someone following you, waiting for you to throw the fag butt on the floor. Reason why they do this is because the camera they have has to catch you doing it, so they pick on the smokers because the litter is ready and waiting to go on the floor. The problem that i have is not the £75 fine, i mean, i dont mind paying as long as its going to where its supposed to be going. We can all say congrats and well done to the fine officers, but at the end of the day... all you did is collect money.. now spend it on cleaning the streets cos theres a lot of streets in the vale that are a mess 24/7 especailly mine, but i suppose they wont do nothing about the litter unless theres somone in the street smoking will they?
