Confusing canvassing

I AM not a member of any political party but I do have an interest in local community matters and am aware of the forthcoming local by-election.

Households in Dinas Powys have received a 2013 Plaid Cymru calendar and it was with great surprise that I read on the back of this calendar that the Twyn Ward has two new community councillors – Chris Franks and Brian Morgan.

Chris Franks is a Vale councillor and, I believe, a community councillor for Murch Ward but as far as I know he is not also a community councillor for Twyn Ward. Brian Morgan is I understand, a Plaid Cymru candidate in the forthcoming by election and I have been given a leaflet confirming this. If, according to the Plaid Cymru calendar, Brian Morgan is already a community councillor for Twyn Ward, then why are we being canvassed and why are we having a by-election?
