We are over snow, but we need a handrail

SNOW! No post, no recycling collection.
Black bags ravaged by birds, despite food in caddies. Warning that black bags may not be collected if put in containers such as dustbins.
Road conditions too dangerous for the postmen to deliver. Very disappointing if you are waiting for an important letter or perhaps a special birthday card.
However, if you wish to take the short cut from Park Road down the 77 wide steps to the Dingle public footpath and Alexandra Park in order to avoid walking the long way around to get to the station or the town, there is no handrail to assist you, the general public.
The Vale Council was first requested to install a handrail down these steps nearly five years ago and the campaign has been ongoing, to no avail, pleading lack of funds.
Why are the health and safety rules different for the Council Tax payers?
