Foul state of this lane

I'M glad someone else has noticed the foul state of the lane at the back of Stanwell Road and Victoria Square (letter 'On the spot fines for poo', Penarth Times, February 28).
Firstly some of the residents must be held responsible for the rubbish left on their properties. The bottles and cans are normal in lanes but the builders' rubble outside some rear entrances cannot be justified.
And secondly, a person with two large dogs, judging by the quality and amount of mess, has been allowing the dogs to foul the lane. I travel along this lane regularly in a mobility scooter and have to zig-zag my way around the piles of canine faeces.
One concerned person put up a notice on a ledge in the lane but this was torn down. Could the council obtain some sticky labels, such as are on some lampposts, and stick them high up on the walls at the entrances to the sections of this very useful short-cut lane? Or even could some artistic person make a cutout stencil and spray a message on the walls telling dog owners to pick up their dog mess?
I do hope that the dog owner reads the letter referred to and also others and takes notice. The mess makes a pleasant trip along a quiet lane a very nasty experience, besides being a health hazard and very unsightly.
