IN RELATION to the letter in last week’s Penarth Times I would welcome Clifford Parish’s suggestion that those that put black bags out on the streets on non collection days can be prosecuted.

Cliff Street seems to attract dumped black bags all the time, as well as the corner of Glebe Street and Plassey Street.

In this particular area there are some people with no responsibility for their mess.

The bags are torn open by the seagulls and it's no surprise that most of the rubbish could be recycled.

This behaviour is symptomatic of elements of society, who should be ashamed.
