Why is there so much rubbish on the streets?

I AM sure that I am not alone in noticing a significant increase in the litter being blown around the streets of Cogan. This is certainly a problem that appears to be getting worse.
This issue is worse after a refuse collection / recycling collection.
Upon my regular travels throughout Wales, I find myself disappointed that Cogan’s litter issue appears to be more severe than that of Grangetown in Cardiff and Barry in the Vale.
Is this another case of Penarth being the “poor relation” within the Vale - and therefore missing out to Barry on investment?
