Parking sign woes

SEVERAL months ago a lamppost outside 59 Plassey Street was removed because it had been damaged. I thought this was a positive thing, as we had a lamppost directly opposite, and was aware that some councils were reducing the impact of street lighting in their towns.
Attached to this lamppost was one of the few Residents Only parking signs.
Before the new lamppost was installed I had made my first phone call to the council to enquire if it was legal to attach a sign to the ajacent telegraph pole. I have on record a reference number dated May 2012, and a few phone calls have been since made following up on my request to have this sign replaced.
Further reference numbers have been provided, and I have been informed this request is “still under investigation”.
I have endeavoured to explain the details, and in particular to question how a new post and sign for disabled parking could be installed a few houses down from mine, yet a simple replacement of a sign becomes impossible.
Plassey Street is becoming busier and busier as drivers avoid congested Glebe Street, and delays on the various pedestrian crossings in Windsor Road. We have no traffic warden now to police the time limits in Plassey Street, and if residents only signs are not visible, how can we challenge anyone parking in these zones?
