PLANNING permission has been refused for the demolition of a garage and construction of a new double garage on Clive Place in Penarth.

The report outlining the refusal behind the application is set to go before Penarth Town Council’s Planning and Transportation Committee meeting tonight, January 9, where it is recommended that it is noted.

The application was considered under delegated powers and the observation submitted was that the application be approved.

The Vale of Glamorgan Council later refused the application on December 19, 2013, because the proposed development was deemed unacceptable in terms of its visual appearance with the street scene.

The application for development stated: “The application seeks full planning permission for the demolition of existing prefabricated double garages and to construct a new double garage in the same location on site.

“The proposed new garage will measure 5.5 metres in width, 3 metres in height and 5.5 metres in depth. It is proposed to be constructed from rendered blockwork walls, two powder coated steel garage doors and a colour coated profiled roof material. The application includes two polycarbonate rooflights and a single powder coated steel door to the rear elevation.”

The application site is located in a prominent position on Clive Place, behind the listed telephone box on the corner of Clive Place and Church Avenue.

The conclusion to the application stated: “By way of its prominent location within the Penarth Conservation Area, the proposed development would not preserve or enhance the appearance of the area and would be seen as an incongruous development which would adversely impact upon the appearance of the wider streetscene and Conservation Area.”
