CONGRATULATIONS to the Headlands Group for reviving the idea of a walkway under the cliffs from Penarth Esplanade to the barrage.
Perhaps a temporary causeway could be built simply by bulldozing the largest obstructions out of the way and installing a system of traffic lights for high tide as they have at Sully Island. It is much safer than Sully because retreat towards the cliff would be possible.
The causeway would demonstrate the enormous benefit to both Penarth and Cardiff of this route, particularly for tourism.
This would probably speed up the construction of the permanent route by attracting grants and donations.
